But you can predict that it's more likely to happen if you ramp up the aggression. And I very much doubt it would have happened at all had Trump not ordered that drone strike. In some ways it's sobered everybody up and helped de-escalate things. It's just a shame a plane load of innocent people had to die to achieve it.
