Still needs discussions and negotiations. You didn't see the debate in parliament I would guess- its ground preparing for cross party discussions and lobbying assistance from all those involved in care provision. This will clearly take some time: then ideas will form the basis of the new set up. Irrespective of his plan; covid means so much of the necessary work wasn't achievable.
