In Russia it was state organised, with even a shadow laboratory which decided which cases to submit to scrutiny. The investigation was firstly into athletics, but it became clear that all sports were involved in a conspiracy. That is why, for the athletics world championships this year the only Russians allowed to compete were those who had been regularly tested outside Russia. The IOC made a complete botch of Rio, leaving it to the international federations of each sport to decide eligibility. Then for the current games they banned many Russians for life on only circumstantial evidence. Case law has already made it plain that CAS will not uphold life bans for sports competitors, and required more evidence than was available in most cases for any ban. Mutko, however, has been barred for life by the IOC for his part in the doping conspiracy. Who he? Deputy Prime Minster and formerly Minister of Sport.
