Know your suggestion is tongue in cheek , but believe they’ve used ‘ substantial meal ‘ as that term is already in law and has a specific description and stipulations to stop pubs serving crisp butties etc . for example, I believe served with a knife and fork which is required to eat it is one of the stipulations.
