Thus is a company is shutting down and you don’t take it there is only one other option. Not a pleasant one for majority of people unless it comes with a substantial payout but one other option nonetheless never once did I say anyone could be forced to do anything. But by refusing they are choosing another path of the company is to close down during covid which was the basis of the discussion about companies choosing to remain open. My understanding was that when furlough was first introduced it was all or nothing but has since become work a bit, furlough a bit. It seemed that rather than have one person working and another not, an employer can ask employees to work part of week for 100% pay and furlough for the remainder for 80%.
