British Railways have a Property Department which oversees everything on the railway infrastructure which isn’t a track. (This still includes swathes of countryside which used to have tracks on but Beeching’s cuts closed) As the custodians of billions of pounds worth of such infrastructure they would be responsible for the upkeep and maintenance of the grand Victorian stations. If they failed their role and a station is allowed to fall into a state beyond economical repair then inspectors from within the same department get to inspect and report back that it can’t be saved. The only time Bolton Council get involved is when planning is asked if they can knock down and relocate. Council probably said no, not unless you keep the façade, to which BR would point to it’s dangerous state. No way could they then insist on a reportedly dangerous public building be left standing.
