Traf
9 out of 12 SPL clubs average at less than 55% of capacity. This means loads of empty seats and therefore terracing will be safer there, due to less risk of crushing. As an example: Pittodrie holds 22,200 and they average around 9,800 this season including having played both Rangers & Celtic already. Without the Old Firm visiting, they average 8,700 ie the ground is generally about 40% full. 40% capacity is easy to control and allow safe standing. It's a different story with English Premier League grounds.

beer_swiller
If the authorities were so concerned about the re-introduction of so called safe standing, they need only to attend any game in England. They will see that despite any of any laws most fans behind the goal stand up regardless.
Uncle Albert
This is safer with the rails between than it is standing at grounds now. Wigan away the other year when our third went in I ended up 3 rows further down with me leg wedged between two seats, couldnt do that with those German 'safe standing' areas.
