Traf Posted July 8, 2014 Posted July 8, 2014 No substitutions can take place after the final whistle as the match is over. If it's a drawn match in a knockout competition then penalties are used to decide who advances. But the match itself is and remains a draw. (It just feels like a win/loss). Only those players on the field at the final whistle can take part. If a goalkeeper breaks a finger trying to save the first penalty, well that's tough. Just as if someone injures himself on his runup (or even on his walk from halfway). The best shoot-outs are those that go beyond the first 5 nominated players. Note that if one side has had a player sent off, one of the opposition is excluded from the shoot-out (but at least they choose for themselves). And if teams are still level after all pairs have taken their shots, then they repeat in their pairs. Are we being factual or expressing an opinion here?
