Some like Gartside are responsible for the running of the club from top to bottom on behalf of the owner. Others work for owners who do a lot of the chairman jobs like Dave Whelan used to at Wiggin. ED persuaded him to cease that and work fulltime for BWFC. So BWFC went from paying compensation to the firm for taking a percentage of his time to paying him directly at an appropriate rate. Each club's circumstances are different as has been said above. The bottom line is ED had full confidence in PG and was prepared to pay to get him.
