Perhaps not, but they're not going to be able to keep spending on players. That's the point of ffp.

Whether it gets applied correctly in certain circumstances, is a different matter.

It doesn't stop anyone actually spending money per se does it?

Never has and never will.

It's purely in line with losses and financial management. 

Can spend all the money they want, so long as they get plenty back.
