A fine won't bother them and you can bet a decision is made about points deductions at the point whereby they'll make little difference ie if it looks like City will finish 2nd, they'll get docked just enough points to keep them in the top 4. But it'll be near impossible for the Premiership to hold an enquiry and people not support some team or other. I have run two mediations in Premiership clubs and both times "who do you support ?" was asked (amongst other questions) before I was accepted by both parties. I've been turned down for a couple too.
