Do you reckon everyone that gets pulled for not wearing one gets a fine?

I'd hazard a guess not, in the same way as speeding is sometimes dealt with a warning. 

In this case, I reckon it was almost inevitable though.

No, but as you point out there was and should be no prospect of him not being issued with a fine. Credit to Lancashire Police as well - he was caught bang to rights and they wasted no time.

For what it's worth, an FPN is not a conviction for a criminal offence.

No criminal record and matter closed once the fine paid.

They're not just giving it a scrub up, again like all the successful bids they had to show how directly it will bring money into the area. Its going have a range of community projects, and affordable activities. It's not just about housing, and I'm not saying it's a perfect process, but like all public funding bids it has certain criteria it has to match and the main aim is providing local resources, jobs and boosting the local economy, which to be fair, the Haigh Hall project reads like it will do.

Plus the council are match funding it for other projects.

It's been interesting to see this process as it's similar to NPO bids, with folk wondering why some things get money when there are potholes in the roads or local shops closing. It's trying to equate a value on different outcomes.

as someone in the comments says, oldham got denied cash for town centre development and Oakham - one of the least deprived areas of the country - seem to have got cash for an artisan food market.
