I think it's the net £180m that has been surpassed

Think it comes down a bit next year, but not sure.

But the spending has been higher than the differential.

Assuming that labour get in, there isn't going to be any great increase neither, just a continued, and maybe expanded use of the private sector. Which is good.

I don't know how bail/custody is determined, but I would have thought that if he was considered a suicide risk, he wouldn't have been granted it.

There is also the possibility that he was innocent but the thought of standing trial was too much for him. 

That's part of the tragedy - nobody will ever really know.
