hate to be the bringer of bad news but i regually see that one being worked on on my way home from work.. i also see it flash loads of people maybe one every other day.. it goes from a 70 to a 50 after 4 big warning signs.. having said that i nearly got took by it the first time i went into town that way.. if your going into liverpool its the only one though..

Think you'll find any 40mph road (Moss Bank Way) crossing a 30mph road (Blackburn road) will become a 30mph road for 100 yards to the junction. i.e. There will be a reduction in speed limit at that junction posted outside the old B&Q(ish) and outside the bowling green(ish) well either way.. irresponsible to be doing that speed across a junction..
