The envelopes have to be sealed for obvious reasons.

There will then be 32 names drawn at random, matched up with envelopes drawn at random, with at least 5 witnesses present.

 

It'll be only slightly less complicated than the World Cup draw itself, but without coloured balls and giant wine glasses.
