I'd struggle to suggest outside Jeddah City for shopping combined with a beach holiday. The local custom's are too restrictive for me to ever consider an holiday there. Although if your a Muslim, i'm sure you would enjoy Yanbu, not far from Medina. Great for diving apparantly.
