this is quite simple , who,s name is on the bill,summons,liability order ? if it isn't yours then go to whichever council it is and they well inform the bailiffs, council tax is the responsibility of the registered chargepayer, if as a landlord you didn't inform the council of the tenants at the time then it will be in the owners (your ) name , if so, all is not lost as long if you can find a signed tenancy agreement for the period of the charge. DO NOT ring the council, it will likely be agency staff who you would speak to. GO into the council tax office and sort it face to face .
