In all seriousness, BWFC should sort out licences and such like with foreign players, and I can only presume it was an oversight on the club's part.

Barton, on the other hand, knew full well car insurance is required.

I think Ben Haim is chasing money if the truth be known. Otherwise why would he join you. The same can be said for Barton, he had other offers but some silly sod has agreed to pay him silly money so he signed for the toon.
