Now.............I am currently working with a manufacturer who is trying to stick some LEDs and solar cells into cats eyes (or "road studs" as he calls them) - the set up I have seen is they tend to clip into a plastic moulding, that is "glued" into a hole in the road, usually the glue is a tar based substance I think. Not that I'm an expert, I'm sure some council bummer like Frankie can get you some accurate information
