It's simple - if it is included in the refs match report and gone unpunished then it cannot be overturned.

If on the other hand he hadn't see it nor made reference the powers to be would be able to apply penalties such as red or yellow cards.

Get out - why would a referee's report make reference to an incident that, to all intents and purposes, didn't happen?

 

I assume he thought nothing of it at the time, which I can accept.

 

I also assume he (and everybody else) has seen it since and realised he got it wrong.

 

What I don't understand is why the whole process falls down at this point.

 

If FIFA rules really do prevent use of video evidence in such circumstances, how come players in Italy can be punished retrospectively for diving?
