Sounds daft to me.

 

I'd get rid of pens altogether. Make it Golden Goal but every 3 minutes a player from each team has to leave the field (in a pre-selected order), until there's only 2 left, knackered, kicking shit out of each other. If there's still no goal after 10 further minutes, match abandoned, both teams disqualified.

 Better still go with the old Roman idea of decimation. If it's still equal after extra time, go to sudden death. Literally - one player per team is shot every five minutes and the still-twitching corpse left on the pitch for them to play around.

Obviously you'd have to be fair and not let them decide the order in advance. That would be harsh.

Or, after extra time you have to play without goalkeepers.

Or summat.

Keeping with the Roman theme, make it a bit more Gladitorial, and introduce hungry lions and blokes with swords and nets. They could be neutral, so no team has an immediate advantage.

Now here's an idea that would work. Think about it.

After extra time the teams line up wherever they want but only the two captains are in the centre circle and then they contest a drop ball. Then the first team to score an own goal wins.
