The free kick, unless the player actually asks to take the free kick quickly, he has to wait for the ref's whistle.

 

Meite did what he has always done, dives in and gives away cheap free kicks.

Dioufy knew that the free kick would be pulled back, he knew he HAD to wait for the whistle regardless of whether or not the ref directly told Diouf to wait.
