They want to fly the Union Flag at council offices every day - not just high days and holidays. Does that happen in England? (No)

The stance of other councils depends very much on the allegiance of the councillors and clues to that are usually found in local demographics.

December 9, 201213 yr I know how they feel. Every time I see the EU flag in our country, I feel the same. If, when I buy a new car, it has an EU flag on the reg no, I'm off to Halfords first thing for a Union Jack
