One of my gaffers at the council wrote a risk assessment that was astonishingly bad, this on top of several assessments given out that were clearly written by a pen pusher going through the motions to fulfil a requirement, whilst nodding in an overly warm office. Used to do a bit myself in previous roles- even though the institute safety officer said I wasn't technically supposed to- senior staff were supposed to do them- but at least they had the sense to defer it to someone with experience and knowledge of processes being assessed. It is however totally tedious.
