I live near Stevenage (and I'm not trying to compare it to Bolton in terms of quality of place) but all they build is apartments because on the train you can be in London in half an hour or so And it's cheaper to live there obvs And there's only one pub in the town centre which @Leyther_Matt loves But it's like they've decided they are a commuter town and so more and more flats go up near the train station You could come home, go to the big Tesco, buy some cans and look out of your window and see Luton lurking in the background But it does nothing for the town and I think more apartments in Bolton will be for folk who work in Manchester then get the last train home

Folk work in charity shops for free, libraries etc. councils regularly say they’re under manned and under funded, they would surely help? I think you've misunderstood my point I'm saying a Council might like to have more litter pickers but can't afford it So they are not going to look to employ someone to do it especially when the government can get somebody to do it for them
  25. Let's say it's picking litter Normally that would be the job of the Council, but Council's are skint and probably can't afford to have as many as they would like Especially if someone on benefits does it rather than them paying for it
