I wasn't aware of that. If it was me, i'd take it all the way to a small claims court. The garage would have no leg to stand on, and prove beyond reasonable doubt that car was theirs (which it isn't) therefore have assumed the rights of the owner meaning they can do whatever the hell they like as its their property and can charge whatever they want to have it change ownership.

Report them to the police for handling stolen goods or inform the garage of your intentions. Should make things move along quicker.

In short no, don't fork out anything. You've not signed anything therefore have not started a contract. It's now a criminal matter instead of a civil one and the garage has assumed the rights of the owner and not done any reasonable steps it would appear to track you down. Even after you've informed them that you are the legitimate owner they are demanding payment for something that is no theirs. It's theft by any account.
