Well.... C already happens, along with the shooter (if he's still breathing) not being allowed to play with anyone ever again.
What some are suggesting is option D, take all the sticks off all the children including the ones who were playing respectfully with them, which is why most gun-supporting Americans have issues with it.
For the records, I believe that there should be licensing and tests for firearms (just like there are for cars), potentially with recurring licensing fees and re-tests on a yearly basis, and a LONG waiting time after buying before you receive the weapon. I would also have people who have just bought a gun to have ALL their communication monitored for a year, at least.
