Its not a question of "allowing" its the fact that Gods greatest gift to mankind was that of freewill even if that free will is to commit acts of horriffic evil its still free will. Without it we are all slaves.

 

In my opinion education deterence and punishment are answers to such crimes rather than asking why are things like that allowed.
