I'm not sure that North Korea has the ability to do much, but if they so much as fire a pea-shooter in the direction of the US then they'll be wiped off the planet very quickly indeed.

The Noth could fire half a million artillery rounds in the first hour of a conflict. Peace has held for so long becasue the North knows that war would see it cease to exist. If the new kid thinks differently, bets might be off. But overall this will probably blow over till the next time.

"Cutting edge technology"... jesus. Researched a lot of this yonks ago at Uni so things will have changed a bit now a decade (wow) on, but although the North lags well behind the South and its allies technologically, its their artillery and special forces that would cause the most problems, and some very serious damage to Seoul and beyond. Strategically though, I'd worry as much about North Korea as I did about Iraq being able to prepare and launch chemical weapons within 45 minutes. Read a lot of interesting things recently about the B-2 stealth bomber overflight that happened last week, noticing that it was flying around with its landing gear down and very close to a load of non-stealthy fighters, even though they didn't land anywhere - masking its true "stealthiness" to not only North Korea but more importantly the Chinese, who might have been the real target of the message America wanted to send out. Well, interesting to me anyway. And why wont my return button work?!!
