Personally I've always been of the opinion that it's up to the team who have been given the free kick to decide when they take it. Why should a team who have been penalised be entitled to the time to get men back and organised?

 

If the attacker asks the ref to get the wall back 10 yards then at that point I think the ref can tell everyone to wait for the whistle. Otherwise I think it's down to the defenders to defend.
