As a leading lefty cable member I'd love to say 'what a load of bigoted rubbish' - but for antisocial behaviour like flytipping, littering and dumping general shite everywhere the above statement is true. The backstreets behind Manny Road near Burnden and around Rishton Lane in G/L are a disgrace - it improves then reverts, fuck knows how much time and cash the council spends 'educating' but it never sticks, no fucking pride some of them.

 

For general c*nty behaviour (being pissed in the street, shouting and nobheadery etc.) of which my own personal bugbear is smoking skunk in the street (especially during times when young kids are out and about) then areas of (not all) Great Lever, Breightmet, Burnden, Halliwell etc. It'd probably be easier to list areas where this hardly ever goes on...

Really? Where exactly? It's far from affluent and pretty effluent in places but I wouldn't say it's as bad as it gets.

 

Anyone who thinks we have some absolute true shitholes anywhere in the borough has led a sheltered life imo, or they have lately.

 

Edit: Great Lever proper is actually pretty small an' all, many of the shittier parts thought to be in g/l aren't technically g/l, if I'm allowed to be pedantic as well as parochial.

Anything north of Settle Street (and Parkfield Road, the continuation of Settle Street) can be a bit grim, but there's much worse in Bolton/Farnworth.

 

Big estates always do it for me, so Highfield, johnny fow and New Bury etc. always seem 'worse'.

 

Just going off BN crime reports I'd say Breightmet is probably crime capital.

 

Although I don't think any of these areas are that bad in the grander scheme of things.

Agreed. Sadly reality does sound like a racist comment. However its personal observation and politics and soft arses at the council will never face facts and start hitting these cunts with the proverbial stick; but spend huge amounts firefighting and providing playgrounds to get trashed etc.

 

Also blame the mills- historically employing folk from nut houses and thus getting their offspring into the population.

Not sure how that would work as it was a planning application it would be the planning committee that would decide

To do with it being a charity and according to the charity commissions rules the whole council should vote. Explained more on the Ben.

The Beehive Mill is an 'eyesore' according to one of our (arsehole) representatives in council, anyway it's been earmarked for demolition and development - compulsorily purchase it and build it there.

I did read the article but it didn't say a great deal. It might come down to what is in the council's constitution about determining planning applications, but planning committees are in place to do just that.

 

Like I say a planning permission doesn't automatically mean that development goes ahead. There's been times when people get permission to build on land but there's a covenant that says they can't. The covenant is of no relevance to the decision as decisions can only be made in relation to planning law. It's a bit like someone getting planning permission for a pub, it doesn't mean they can go start opening as they also need the licence to go with it

 

I think this maybe a case where the full council would decide whether or not it actually goes ahead. The relevant department may go in waving a planning permission but it means fuck all if the council as landowners don't agree to it
