Some States allow ballots to come in after day of election so they could get a trickle after election date. 
The increased postal ballots adds to the time as in some States these could not even be opened Until after Election Day. You then have to verify and check all these ballots. 
I did not realise till this week that in States where the result is called so like California they can be counting votes days after just no one gives a shot as one side is so far clear.

Its all about statistics, not hard really if you are say 100k in front but still 80k to count , then you win, they don't ignore those 80k they count them, that is why the certification is always weeks after the election
