It's very harsh to criticize City's owners given what they've achieved in such a short space of time. If you think he's making these statements because he knows no investigation will happen, then you must have missed the bit where he said that these questions should have been asked at the time and he wishes that the chairman was here to answer them today. I think it's unlikely it was started deliberately. Someone would have to deliberately drop a lighted cigarette into an area which they knew to be full of flammable material and then not bother raising the alarm knowing that the whole thing was going to go up.
