Which begs the question: What exactly did Clattenburg see to make him think no card and a free kick was the correct outcome of the elbowing.

I know they state that if the ref saw something & documented it in his match report then it can't be re-submitted to the discipinary hearing, so doesn't that mean that Clattenburg is incompetent?
