Fairly sure Belmont, Lancs was an outpost of Bolton until Greater Manchester swallowed us up, administratively but missed Belmont and Edgworth to become Blackburn with Darwen outposts.

A boundary change would be one of geography then wouldn't it! Just like the creation of Pakistsn, Iraq, East Germany (and subsequent removal) all changed boundaries.
