It's fairly easy to buy a shotgun here, providing you pass Police background checks, aren't classed as a nutter by your doctor and have a reasonable need for one (clay pigeon shooting/pest control) you should get your license and the jobs a goer. There's no limit on the amount of cartridges you can possess (I remember someone saying the Police get twitchy at 10000 but it's more to do with explosives laws). We're limited to what we can buy firearms wise and getting your license is a bit more involved but it's fairly similar to a shotgun license, albeit with what you can shoot and where with much tighter control over ammo levels. Not sure of the exact background to the story of your friend and the missing gun, but if it wasn't in his cabinet, at a registered firearms dealer, with the Police or lent to another cert holder he was on thin ice.
