My understanding is that it simply didn't exist as an English name. The Prince Regent (later George IV) was 'disappointed' [see Blackadder for Rowan Atkinson's portrayal of his character] that his youngest brother had produced a potential heir, and insisted on naming the child (as his acting royal preregative). Even the Archbish didn't know the name until he asked during the Chrstening service. The given names were Alexandrina Victoria, and while she was briefly known as 'Drina in early childhood she soon opted to be known as Victoria. If she had not done so then presumably Drina would now be commonplace! Your homework (and CWPs), before the season begins, is to visit a sizeable old graveyard and try and find any Victoria before 1819.
