It was a precursor to the peace negotiations, which would follow at a later stage, rather than a peace agreement itself

I think he might be referring to the separatists within Russia itself i.e. Chechnyans, Tatars, Islamists, the various republics, etc.

Putin has without doubt been effective at controlling the threats they pose to the unified Russian state
