I'm not sure why people are surprised, we will continue to fail at all tournaments because we never learn from past mistakes, refuse to look at our rivals and recognise that fundamentally they are better at this type of organisation than us, and people at the top of our sport are a closed shop in regards to appointments at all levels....the footballing world laughs at us and we meekly smile back
