Maybe they do, but planning rules make it somewhat difficult?

Presumably they can't just go anywhere neither, whether that's because of a population centre close by (safety) or the possibility of having to flood out a village etc.

It's difficult enough to get housing passed planners let alone a reservoir!

Maybe our resident planner can shed some light.

It's not difficult to get houses passed, there's loads of permissions out there 

As for reservoirs, simple answer in my experience is no one has ever come forward for one 

You could allocate land for one but it has to be deliverable but as no one seems to want to come forward with one, that doesn't happen 

The issues you raise could be reasonable but as no one ever comes forward with one, it's hard to say how it would pan out 

You'd have to deal with the environment agency and good luck getting a response out of them this side of Christmas

Just been having a look; there are a couple I've found under construction down south but not scheduled to come on stream (no pun) yet.

So must have been some applications a while ago.

Certificate not a quick job to satisfy all the legal requirements, objections then construction.

If they're under construction then they would have been the pipeline (no pun 😃) for a while as I imagine it's a lengthy process from the day the application landed in the councils desk to getting everything sorted and being able to start

Whilst once it's built, and it's no nuisance to anyone unless it floods, theres a lot of excavation needed, construction traffic etc which locals may not be happy with

SWW are building a desalination plant in Cornwall to cope with summer demand. 
 

Longer term approach for new builds should be grey water systems to collect surface  water and use it for flushing toilets and washing machines/ dishwashers.

In London there are policies about water usage, double aspect properties etc so it can either be conditioned as part of the permission or a reason for refusal 

Outside of London no one seems to care

When I was in my teens, our family pet dog was shot whilst in our own garden.

Some cunt with an air rifle out in the fields behind.

Fortunately, it hit a leg joint and didn't do much damage other than a nasty cut.
