They rent it, and don't get any income from none matchday stuff like the hotel and conference facilities. I was working for ccfc as a steward when they were mooting moving to a new stadium. They needed weekly attendances of about 20k to make the stadium move viable. Fans knew it wasn't sustainable even then.

No, he was tasked by the premier league to lead the research into the creation of a second premier league tier and present the findings to the board for their discussion. Following his teams research and presentation the decision was made not to persue the 2nd tier at the time.
