Not sure how clamping down on youths insuring cars or fronting would help the situation unless you make the driving limit 21 or ban youths having passengers. When i was about 18 i drove off about 3 pints and was absolutely shitting myself. Was paranoid as fuck. Why would you drive like a dick to attract attention to yourself. Never did it again. Not even one.
