I'd say a bit of both. Endemic attitudes towards women need to be erased in Muslim communities rather than excuses made for their behaviour.

Did anyone the bbc report on acid attacks on women who's only crime was to turn down sexual advances one poor girl was only 12. Evil beyond believe, think helping these victims going to my next charitable donation.

Those in the the North of England, especially (but not just there) are from rural areas of Pakistan, with different values.
