You have two options: Option 1: Intercept the boat and search for drugs, allowing you to a) assess the accuracy of your intelligence and make adjustments / improvements as necessary b) if drugs are found, assess and track quantities seized and interrogate culprits, potentially acquiring valuable intelligence to identify key players, routes, methods etc Option 2: Blow it out of the water, making a) and b) under option 1 impossible. Not really sure what Trump's game is here, because it doesn't appear to be the best option to limit the flow of drugs to the US.
