The main point for me- as mentioned in the proposal- is the environmental impact.

Yep, chucking that many batteries into landfill is ridiculous. If kids move into rechargeable versions, it's not great, but at least it's better for the environment 

 

Edit: to add, maybe if they didn't sell flavours such as "tutti frutti", "bubblegum", "rhubarb and custard" and "black peas" flavours, less kids would be interested

One thing is for certain though,  the manufacturers of them will already be working hard on some kind of workaround to make them as low maintenance as possible for kids.

As for kids- how are so many actually getting them, given it is illegal to sell such products to them?

No, not hard at all ... but obvs not as convenient as just unwrapping one from over the counter,  smoking it until its empty and then just throwing it onto the street.

As for how they are getting hold of them, I suppose it's no different to when kids used to get hold of cigarettes.
