He is in the 1500m final already and his team forgot to pull him out of the 800. He gave up after first corner so the ref has sent him home

If he had lined up but deliberately false started he would have been DQ'd from this event only.

But that would have, to some extent, disturbed other competitors.

Instead he toed the line, dropped back from the start and walked off within 200m, causing no problem to any other competitor.
