Dougie didn't get to decide how the whole budget was spent, his hands were tied for a lot of it. The top six budget was based on the transfer fees we paid for players last season. I reckon he could have as big an impact as the Juke. I believe he is a better finisher too, or at least he was when he last played regularly.
