The owners aren't clueless.They  are making fantastic money out of the country's most popular club.They don't need the football team to win things to make  fantastic money.They could maybe sell the club to a foreign state like City or Newcastle have for one huge final pay day but there's no great motivation to do that when the money being made is so good now.

Ronaldo looks like a championship player from what I saw yesterday

They won't make the top 5.

The stadium is genuinely a shithole, looks like it did in the 80's

Kids all over the world are buying City shirts now

The Americans will bleed it dry because they much prefer spending their money on million-dollar-a-week quarterbacks (and they need a new one now Brady has quit)

They'll be sparring with Everton for 10th spot for the forseeable.

What makes an owner “foreign”? Is it not having white skin? Is it not speaking English as a first language? 
I’m confused as to why Middle Eastern or Russian oil money becomes foreign but American money is ok and not foreign.

I didn't mention city.

The Glazers financial 'success' relies soley on the stock market. When they signed Ronaldo or Jose the price flew up and they sold a shit load.

That share price will plummet if they dont make top 4.

Their gate receipts will barely cover Ronaldos wage bill.
