Although that system was put forward there was strong opposition (led by WBA) that only wins should count in placings. So that is why it wasn't published - because it didn't exist.

All the local pits workers and cotton chaps bailed in after finishing their shift with scuffles breaking out until the early hours in the worlds first new town known as Farnworth and the outlying suburb of Newer Bury. Chants of we " we only hate Newton Heath" rang out all over the borough until the pit workers returned for their morning shift,in their same clothes and with no kip. Divorce rates in Bolton were rife a few months later.
