What about a separate prison for anyone convicted of terror offences. 
Once a month we have a battle royale style even tin the prison. Last one standing gets a life sentence in a prison.

Suppose it depends upon the threshold/level of acceptable risk.

No one could ever say they're 100% safe to be released, so they must be setting some conditions.

Only way is life.

But surely it ought to be "Subject to being absolutely no danger of similar behaviour which got you locked up again"

The Yorkshire Ripper was given 20 concurrent life sentences for 13 murders and 7 attempted murders. This was later increased to Whole of Life so he'll die in jail. Why not whole of life as an automatic sentence for terrorist activity. At least it may make some potential terrorists think twice
